The NBA has decided to put in writing what they've publicly turned the other cheek on for years:
two steps is not traveling. The rule almost assures that a replacement referee will be ritualistically thrown through a shot clock when he falsely believes he is officiating a disciplined basketball game and whistles someone for traveling:
The new rule reads, in part "A player who receives the ball while he is progressing or upon completion of a dribble, may take two steps in coming to a stop, passing or shooting the ball."
It is believed to be the first time any league, at any level anywhere in the world, has explicitly allowed two steps.
